That was a brilliant observation by Wells. Science and technology continue to advance exponentially and we can never forget what was discovered or invented. However we can and do forget advances in moral issues (it was only a few years ago that leaders of the free world defended the use of torture). Consequently if we do not manage to educate ourselves as fast in moral issues as we do with scientific issues the chances are that we will destroy ourselves.
